Steven C. Philpott, Sr.

Steven is a technology and operations executive with 20+ years in smart-city and urban mobility programs, and the architect behind key components of Nelcielo's municipal operating approach - City Desk, the MERCO agentic AI orchestration stack, and standards-aligned workflows for scalable, auditable operations.

He is a NASA UTM Commercialization and Co-Inventor License (DN-2913) recipient and an active contributor to ASTM International's UAM API Engineering Standards Working Group (WK85415), with prior contributions to EUROCAE WG-105 - bringing regulatory reality into product design so deployments hold up under public scrutiny.

Steven's background also includes building and leading a smart-city architecture practice, developing workforce programs including a rapid FAA remote pilot training pipeline, and sustained public-sector stakeholder engagement - grounding Nelcielo's work in implementation, not theory.
